A submarine can move faster thru the water if the water molecules are all aligned the same way. This can be done a number of ways. A small device out front of the craft which sends electical impulses into the relative water flow as the submarine moves towards that area. This device could be separated and break up the water flows thru it's own shape to move the water in the most desired direction like a boat breaking the waves for a water skier. The device could also emit a pulse to align those water molecules in front of the craft so there would be less water friction and thus greater speed. The water could also be semi DE-Ionized by way of magnets, chemicals, porcelin magnetic scramblers, etc. Any such device would streamline the water moving across the submarines outer surface slowing it down. One could even use a wetting agent like at a car wash or like the agricultural industry uses in just slight amounts. This technique could be used by torpedoes for speed. Underwater Navy Seals teams with hand held motivation devices or even the hulls of large ships. This saves fuel, increases speed and enhances performance and life of the surface of the vessel.
A long pole in front of the submarine could be used or sound waves criss-crossed in front of the unit set to the frequency which would change the characteristics of the water molecules ever so slightly and only for a few minutes, at which time of re-alignment or disruption the submarine passes thru the area effortlessly. This same technique reversed could be used as a weapon to slow down boats, Underwater Unmanned vehicles, disrupt incoming torpedoes (by turning it on in one area speeding up the torpedo and then align the molecules the opposite way to stop it or pre-detonate it). It could also be used to keep sharks out of the water near the beaches as it would make swimming thru it that section of water much tougher.
A submarine could launch small balls of tiny micro-encapsulated gell balls of wetting agents ahead of it's path which if made out of poly material would desolve in the salt water as they dissipated in front of the vessel. They could be sent out ahead of a ship by using an unmanned water craft, Underwater unmanned craft or even UAV flying unmanned aerial vehicle. These techniques are quite simply to do and test and such tests if they have not yet been tested should be.
A submarine could be ocated with a magnetic coating which realigned the molecules of water as they crossed the surface due to a charge being manufactured into the coating like that of self cleaning glass:

or a slight charge on the leading edge of the submarine, which would take care of the increased drag which is common on the rear of an object flowing thru a fluid of air or water.
There is a problem with deminishing returns on investment of making a submarine, more streamline, lighter, better materials, smoother surfaces, since we have done all that and struggled with those issues to develop the greatest submarines the world has ever known, isn't it time we started working on the other component? After all there is the sub, the propulsion system and the water. Once you have created the best of the others, it is time to re-align the chaos of the water molecules to better your efforts. God will not mind, he might even fancy the idea little.
